Reply-cum-affidavit filed by the Vice Chancellor, is taken on record. Having perused the same, the Court is not at all satisfied with the contents thereof. The explanation furnished by the Vice Chancellor that because the Vice Chancellor was not personally available, therefore, the Vice Chancellor delegated the power to the Registrar to do the needful, is no answer in the eyes of law. If that was so, nothing prevented the party from moving an appropriate application before this Court seeking either the modification of the order passed by the Court or some more time to comply with the same. Therefore, as this Court is now satisfied that the Vice Chancellor of the University has committed willful disobedience of the Court order, Registry is directed to register a Contempt case against the Vice Chancellor and issue a show cause notice to the Vice Chancellor as to why the Vice Chancellor should not be tried for willful disobedience of the Court order dated 16.11.2023, passed in CWP No.7174 of 2023, titled as Mitesh Jorwal vs. Himachal Pradesh National Law University, Shimla.
